  • Study: Minorities more likely to be paddled
WASHINGTON (AP) - Paddlings, swats, licks. A quarter of a million schoolchildren got them last year ? and blacks, American Indians and kids with disabilities got a disproportionate share of the punishment, according to a study by a human rights group.

Even little kids can be paddled. Heather Porter, who lives in Crockett, Texas, was startled to hear her little boy, then 3, say he'd been spanked at school. Porter was never told, despite a policy at the public preschool that parents be notified.

"We were pretty ticked off, to say the least. The reason he got paddled was because he was untying his shoes and playing with the air conditioner thermostat," Porter said.

  • Tulsa man charged in death of toddler

TULSA ? A Tulsa man is being held without bail today in connection with the death of his girlfriend's 20-month-old son, said Leland Ashley, Tulsa Police Department spokesman.

Larry Neeley, 35, was arrested Tuesday on a first-degree murder complaint in the death of Jason Hall.

A medical examiner's report shows the child died from a blunt force trauma to the abdomen with a laceration to his liver, Ashley said.

Medical personnel were called to the child's residence about 8:15 a.m. Tuesday where they found the child unresponsive in his bedroom, he said. The child was transported by ambulance to St. Francis Hospital, where he died.

  • Flood waters keep Canadian County streets closed

EL RENO ? Roads closed Tuesday because of high water remained off limits today to motorists in El Reno and Yukon, officials said.

Two intersections closed in Yukon are at State Highway 66 and Foreman Road and at Wagner Road west of State Highway 4, said Klare Ly, Yukon city spokeswoman.

Ly said police have written 12 tickets and one warning to people who ignored traffic control barriers and drove into high water. The fine can be up to $246 for ignoring the traffic barriers, Ly said.

Ly said State Highway 4 is open, but police are keeping a close eye on it. She said the city was not getting more rain this morning.
